My laptop says it has plenty of free space but....?
Alrite, I bought a 2nd hand laptop few months ago, it is up-to-date, genuine and all the hardware and plugs works perfectly. But according to the C Drive properties, I have 22 GB of free room, however, the laptop is running unusually slow...like when I click on a different tab in Internet Explorer, when I open a new program, when I want to close a program, those kinds of things. What is the problem, what can I do to make the laptop faster?

I did virus scans, spyware clean up, defragment and all those other basic stuff.
Many things can and will slow down a computer. Three leading causes: spyware, excess junk on the hard drive, and a registry full of problems. I don't know what you call "basic" so bear with me. Consider spyware first.
You don't say what spyware program you use. Assuming it is a decent one (or two or three--relying on one usually isn't a good idea, in contrast to anti-virus, where one and only one is the rule), update it (them). If you use only one spyware program, consider adding Spybot, Ad Aware, and/or Superantispyware. Then try this:
Turn off system restore, restart in safe mode, run full-system scans for spyware and virus, restart your computer, and turn system restore back on.
For excess junk:
Uninstall and delete unused programs. Review, delete old unused files (documents, spreadsheets, videos, music, whatever)--copy first to CD or flash drive if you wish.
Clean the disk; yes, again.
Defrag the hard drive. I know you said you have done this--but after the cleanup, do it again.
Registry--you can clean it with Ccleaner ("issues" on the menu) but do accept the option to make a backup copy first, just in case. (I have never had a problem using it, but ...)
